Job Title: Research and Policy Analyst
Duration: Full Time Staff
Reporting Line:General Manager and the Board (where required)
Level: Head of Department
Salary Rank:450$-800$ per month
Responsibilities
working as a key member of the management team, the Policy and Research Officer is responsible for, but not limited to, the following duties and responsibilities, to:
Work very cooperatively and supportively with the other Department Heads of Departments to strengthen the unity, cohesion and effectiveness of the organization
Identify emerging policy issues that CAMFEBA should engage
Develop pragmatic policy solutions and options through sound research, analysis of evidence based data, consultation with employers, advice of the Board, best practice and evaluation
Support the design and implementation of the policy aspects of CAMFEBA’s Communication and Advocacy strategies
Build and maintain effective engagement with relevant development partners, research networks, civil society organizations, policy communities and innovation networks in Cambodia and the region
Support execution of programmes
Design and support implementation projects
Write cogent well-structured policy proposals
Represent and advocate for CAMFEBA at key policy platforms and avenues
Promote of CAMFEBA’s research and policy successes to members, potential members, stakeholders and the media
Write policy items and articles for CAMFEBA’s website and social media
Advise CAMFEBA’s Board and its Policy Subcommittees on CAMFEBA policy priorities, risks and challenges
Prepare policy options, speeches, presentation, briefs, etc.
Capacity building
Supervise and manage policy and research staff (where applicable)
Other responsibilities appropriate to this senior position.
Qualifications and Experience
Masters Degree in relevant field
Outstanding policy analysis skills
Sound research skills
Excellent English and Khmer (reading, writing and oral)
Effective problem solving
Good negotiation and advocacy skills
Strong commitment to work as a cooperative team player
Experience working in or with the private sector
Proven leadership and management skills
Knowledge of organizational development
Experience in results based management
Sensitive cross-cultural communication skills Strong interpersonal skills
Effective presentation and executive reporting skills
Up to date computer literacy (Microsoft Office programs: Outlook email, Excel, PowerPoint, Internet)
