The Ministry of Labour and Vocational Training (MoLVT) has recently hosted the tripartite consultation workshop aiming to collect the inputs from the tripartite stakeholders on the draft law on the Procedure of Labor Dispute Resolution.

After carefully review this draft law, CAMFEBA worries this new law shall create the pressure and consequence impact on the employer side and does not create the efficiency and effectiveness in labour dispute resolutions.

We seek an immediate engagement from the Senior Management, Private Sector Representatives to join us to effectively advocate our employers voice into the

structure and development of this draft Law and learn about its possible implications.

CAMFEBA will carefully collect you opinions to put in the development of the recommendation paper and submit to the Minister of Labour and Vocational Training on this draft law.

He is the President of Cambodian Federation of Employers and Business Associations (CAMFEBA) which represents all sectors of businesses including garment, shoes, hotel, construction, property developers and other business associations.

He is also Chairman of the Garment Manufacturers Association in Cambodia (GMAC) since its inception in 1995. Garment and shoes exports account for around 75% of Cambodia’s total export, and the sector contributes close to 20% of the country’s GDP.

Mr. Van is also a Member of ASEAN Business Advisory Council (ABAC), and Member of ASEAN Federation of Textile Industries (AFTEX).

Mr. Van also works closely with the government, representing the voices of the private sector in several committees. He is the Vice Chairman of National Training Board (NTB); Co- chair of the Government-Private Sector Working Group: the 7th Working Group dealing with Export Processing and Trade Facilitation; a Member of the National Social Security Fund (NSSF) Board; a member of the Committee on the Review of Cambodia’s Implementation of the UN Convention on Anti-Corruption Law; a member of the Inception Committee of the National Commercial Arbitration NAC.

As a businessman, his business portfolio includes insurance, garment, retails, country club, hotel, to restaurant businesses.

Mr. Sok Lor serves a Member / Secretary General of the Executive Board of Cambodian Federation of Employers and Business Associations.

Mr. Sok is Managing Director of Sok Xing and Hwang law and policy firm. He has over 10 years of legal and executive experience in the private and public sectors. A recognized leader in labor and employment laws, he is called on by government to provide counsel on legal and policy issues at the intersection of labor market governance, economic legislations, and national investment promotion. He has mediated and helped enterprises and their employees settle some of the most complex and high-profile industrial conflicts in addition to having managed a broad range of M and A and project financing deals.

Before founding Sok Xing and Hwang, Mr. Sok was executive director of the Arbitration Council Foundation. As executive director, he designed and executed a diversity of international development law programs and private-public partnership projects, including with Sida, SDC, USAID and World Bank.

A member of the Cambodian bar association, Mr. Sok holds an LL.M degree from Harvard Law School, USA and an LL.B from Royal University of Law and Economics, Cambodia.

Mr. Men Nimmith serves as Executive Director of the Arbitration Council Foundation and is the head of the Executive Management Team.

He represents the interests of ACF in communications with the tripartite partners (trade unions, employers’ associations and government, especially the Ministry of Labor and Vocational Training), civil society and private sector, donors, diplomatic missions and other stakeholders, beneficiaries and partners. He is also an arbitrator of the Arbitration Council; he has voluntarily suspended his arbitration duties while serving as Acting Executive Director.

He previously served as Executive Director of ACF (from 2005 to 2009); and worked with the European Commission, Cambodia; USAID/Cambodia; and UNTAC.

He was a PhD candidate and researcher at the University of Melbourne, Australia; and holds a Master Degree of Science from Northeastern University, Massachusetts, United States of America; Bachelor of Law from National University of Management, Cambodia and Bachelor of Public Administration from the Institute of Public Administration. He has received various awards including: AusAID Australian Leadership Award and U.S. State Department Fulbright Scholarship.
