For the business sectors outside of the garment, textile, and footwear industry, the cost pressure associated with seniority indemnity may have largely been reduced, to the extent pre-2019 seniority indemnity is concerned, thanks to recent introduction of Instruction No. 42 of Ministry of Labor and Vocational Training.

However, the complexity of seniority indemnity obligations – evident in terms of differentiation of obligations based on whether businesses operate in the garment sector and the non-garment sector, as well as pre-2019 obligations and post-2019 obligations – has presented enormous difficulty for businesses to implement.
