OUR PROFILE

The Cambodian Federation of Employers and Business Associations (CAMFEBA), established on 13 July 2000, is an autonomous and independent Federation of Employers and Business Associations recognized and registered with the Ministry of Social Affairs, Labor, Vocational Training and Youth Rehabilitations of Cambodia. Having been established due to the increasing need for the private sector to stand together with a unified voice, CAMFEBA has become the single federation representing, promoting and safeguarding the rights and interests of employers in Cambodia. CAMFEBA provides a forum for consultation and discussion among members on matters of common interest, and seeks for the adoption of sound principles and practices of human resource and industrial relations through information, legal advice, research, training and other activities.

As of July 2020, CAMFEBA is collectively representing over 2,000 employers, both unionized and non-unionized, comprising of 8 Business Associations as Association members, 292 individual companies as ordinary members and 35 non-profit organizations as Associate members.

CAMFEBA is recognized nationally, regionally and internationally as the sole employers’ representative in Cambodia. It works closely with the ILO and is the sole employers’ representative from Cambodia to the International Labor Conference held in Geneva, every year. CAMFEBA is also a member of the International Organization of Employers (IOE), the ASEAN Confederation of Employers (ACE) and the Confederation of Asia-Pacific Employers (CAPE).

We represent you where it matters most!

CAMFEBA represents members at many national and international arenas. To list some, we are a member of the National Training Board-NTB, the National Social Security Fund Board-NSSF, the Labor Advisory Committee-LAC, National Committee on Child Labor etc. CAMFEBA is the sole organization representing employers in Cambodia at the International Labor Conference of the ILO which is held once a year in Geneva, Switzerland. To note some of our success story, we have successfully lobbied the government to reduce the night-shift rate from 200% to 150% of the day-shift rate, reduce the NSSF contribution rate from 1.6% to 0.8% of the workers’ wages to be contributed by employers, to establish the Trade Union Law etc.

Our Objectives

CAMFEBA is committed to achieving its vision through close collaboration and coordination with our members. We believe that a strong and unified private sector is indispensable to the development of a country's economy, which in turn is beneficial to all parties.

We aim to strengthen the Cambodian private sector and enable our members to compete in the global economy. Our main objectives are:

Coordinate the private sector under one unified umbrella

  • Facilitate the effective distribution of updated laws and regulations
  • Effectively address challenges affecting the welfare and interests of our members and employers in general
  • Provide networking and relationship building opportunities

Promote good industrial relations to ensure a harmonious business environment

  • Promote an ethical business environment amongst employers and employees
  • Promote workplace health and safety

Represent our members where it matters most

  • Seek recognition from and establish effective communication with The Royal Government of Cambodia and relevant Ministries
  • Seek seats on representative national tripartite bodies
  • Effectively co-ordinate with our union counterparts
  • Effectively represent the private sector at a local, regional and international level

Provide Advice, Build Capacity & Disseminate Information

  • Provide advice, comments and guidelines to government on social and economic policies
  • Provide relevant professional training to our members and non-members
  • Provide up-to-date information on the business and social environment
  • Provide legal advice and counseling to our members on HR and Labor Law practices
